NSW LAND AND PROPERTY MANAGEMENT AUTHORITY

CLIENT BRIEF

• Benchmark office energy use
• Quantify office energy data
• Official NABERS Star ratings

PROJECT DESCRIPTION

Partners Energy was engaged as energy consultants for the New South Wales State Government Land and Property Management Authority (LAPMA).  The Authority has a Head Office in Sydney and an additional office in Bathurst. LAPMA sought to quantify energy use in their buildings and form an energy plan.

In 2007, LAPMA decided to benchmark their office portfolio using NABERS Energy – a national performance based rating system for existing buildings. NABERS rates a building (1 to 5 Stars) on the basis of measured operational impacts on the environment.

Our Director, David Howard was the first accredited NABERS assessor in Northern New South Wales. David was tasked with assessing energy data from both sites and working out an energy star rating using the NABERS calculator and protocols. The two month project included site visits, surveying of key staff and senior management, and evaluation of all plant and equipment that was contributing to overall energy use in the offices.

PROJECT OUTCOMES

The Sydney Head Office achieved a 3 Star NABERS energy rating, putting it in the top 60% of offices in NSW (for 2007). Bathurst was rated only 0 Star largely because of its ‘mixed’ use. This was a great achievement for LAPMA as NABERS was in its infancy in Australia. They helped forge a path to where  Australia now has ‘Mandatory Disclosure’ legislation, making it compulsory for every office building over 2000 sq metres to disclose their NABERS energy rating.

This was another successful project where Partners Energy worked closely with the NSW government to improve energy outcomes.
