Section J changes For Commercial Buildings

The changes to Section J come into full effect for Construction Certificates (CC) lodged from 1 October 2023. Between 1 May 2023 and 1 October 2023 we can use NCC 2022 or NCC 2019. 

The big change is the clause numbering in Section J, which is going to be confusing for a while but probably the best time to do it as the substantive changes are limited to a few key items. 

The impactful changes are in FLOOR INSULATION and ON-SITE DISTRIBUTED ENERGY RESOURCES.

  • Part J4D7 Floors has changed to accept concrete slab on ground as achieving the required minimum insulation level for all slabs without in floor heating and most Climate zones, which is a practical adjustment.
  • Part J9 now includes provision for electrical infrastructure and switchboard capacity for charging electric vehicles in car parks.  The number of charging stations and switchboard size allowance depends on the building class and the number of car parking spaces required. 
  • Part J9 also includes provision for retrofitting PV systems and Battery Charging facilities.  These requirements depend on building size, roof area, and the location of the building.
